Dangerous goods carrier liability

Mandatory insurance

Compulsory civil liability insurance of a dangerous goods carrier towards third parties and the environment.

Who must hold it

The policy is taken out by a carrier transporting goods classified as dangerous. The obligation is established by the Law of the Kyrgyz Republic "On Compulsory Civil Liability Insurance of the Carrier of Dangerous Goods" No. 188 of 4 August 2008 (the text of the law on the financial market regulator’s website).

What is covered

  • harm to the life and health of third parties in an incident during the carriage of dangerous goods;
  • damage to third-party property;
  • harm to the environment.

The cargo itself is not covered by this product — voluntary cargo insurance is intended for that.

How the price is calculated

The rate depends on the mode of transport and the classes of dangerous goods carried: all classes handled by the company are selected when the policy is issued. Carriage statistics for the preceding period are also taken into account. A sales tax of 2% is applied to the calculated premium.

How to arrange it

  1. Enter the insurance period and the carrier’s details.
  2. Complete the business details: attach the documents confirming the right to carry dangerous goods and the statistics on goods carried.
  3. Select the mode of transport and the classes of dangerous goods, and set the cover parameters.
  4. Complete electronic identification and sign the documents with an electronic digital signature.
  5. Pay the premium and receive the policy in electronic form.

The policy can also be arranged at the head office and at any SIO branch. Payment is accepted online, by QR code, bank transfer, mobile banking apps, at a terminal or at the cash desk.

Documents required

The carrier’s registration documents; the permit or other documents confirming the right to carry dangerous goods; details of the vehicles and the classes of goods carried; carriage statistics for the preceding period. Documents are uploaded in PDF, JPG or PNG — up to 10 files.

If an incident occurs

  1. Take measures to contain the incident, rescue people and prevent environmental contamination.
  2. Notify the emergency services, the road safety body and the competent state authority.
  3. Record the circumstances and collect the details of the injured and of witnesses.
  4. Notify SIO — on the call centre numbers 0 553 54 54 00 and 0 707 54 54 00 or through the claim form on the website.
