Compulsory insurance of a carrier’s civil liability to passengers. The policy protects neither the carrier itself nor third parties outside the vehicle, but the passengers and their luggage during carriage.
Who must hold it
The policy is taken out by the carrier — a legal entity or sole trader transporting passengers. The obligation is established by the Law of the Kyrgyz Republic "On Compulsory Insurance of the Carrier’s Civil Liability to Passengers" No. 189 of 4 August 2008.
What is covered
- harm to the life and health of passengers during carriage;
- damage to passengers’ luggage during carriage.
How the price is calculated
The calculation is built around the vehicle and the type of service. Rate coefficients apply by vehicle type — up to 16 passenger seats and over 16 seats — and by type of carriage. The number of passenger seats is mandatory: capacity directly affects the liability limit and the rate. A sales tax of 2% is applied to the calculated premium.
Where the carrier operates several vehicles, each is entered in the contract with its own characteristics.
How to arrange it
- Enter the insurance period and the carrier’s details: company details for a legal entity, personal data for a sole trader.
- Fill in the vehicle details: type, make, model and registration data.
- State the number of passenger seats and the type of carriage.
- Complete electronic identification and sign the documents with an electronic digital signature.
- Pay the premium and receive the policy in electronic form.
The policy can also be arranged at the head office and at any SIO branch. Payment is accepted online, by QR code, bank transfer, mobile banking apps, at a terminal or at the cash desk.
Documents required
The carrier’s registration documents — certificate of registration of the legal entity or sole trader; the licence or permit for passenger transport; vehicle registration certificates stating the number of passenger seats.
If an insured event occurs
- Assist the injured passengers and call an ambulance.
- Notify the authorised road safety body.
- Record the circumstances and collect the details of the injured and of witnesses.
- Notify SIO — on the call centre numbers 0 553 54 54 00 and 0 707 54 54 00 or through the claim form on the website.
- Submit a claim with the documents on the incident.
Other compulsory liability classes
If your business involves employees, hazardous facilities or the carriage of dangerous goods, separate compulsory classes apply: employer’s liability, hazardous facilities liability and dangerous goods carrier liability.
Electronic specimen of the contract (insurance policy)
