MTPL is compulsory civil liability insurance for owners of motor vehicles. The policy covers harm you cause to third parties when using your car: harm to the life and health of victims and damage to their property. Your own car is not covered by this contract — CASCO, CASCO-Extra and CASCO-Econom are intended for that.
Who needs the policy
All owners of vehicles admitted to the roads of the Kyrgyz Republic must hold the policy. The obligation is established by the Law of the Kyrgyz Republic "On Compulsory Insurance of Civil Liability of Vehicle Owners" No. 192 of 24 July 2015.
What is covered
- harm to the life and health of road accident victims;
- damage to third-party property, including other vehicles;
- costs of settling the insured event.
Base rate
The base rate is from 1,680 som. It is the basis for all further calculations: the tariff coefficients approved by Resolution No. 107 of the Cabinet of Ministers of the Kyrgyz Republic of 4 March 2022 (as amended by Resolution No. 114 of 4 March 2025) are applied to it: the coefficient for the type of vehicle, the coefficient for the age and driving experience of the driver admitted to driving, the bonus-malus coefficient, the coefficient for the presence of a diagnostic card and the coefficient for the insurance period. Where several drivers are admitted, the highest age-and-experience coefficient applies; a contract with no limit on the number of drivers and a contract with a legal entity carry a coefficient of 1.6.
For vehicles with foreign registration an additional coefficient of 2.2 applies — it is multiplied after the main coefficients have been calculated.
A sales tax of 2% is applied to the calculated premium.
What bonus-malus means
It is a coefficient that reflects the owner’s insurance history. Each policyholder is assigned a claims-free class: for every year without a claim payment the class rises and the coefficient falls, so the policy becomes cheaper (bonus). If a payment was made through the policyholder’s fault, the class drops, the coefficient rises and the policy becomes more expensive (malus). The class is assigned from the database of the Automated Information Centre for compulsory motor insurance — you can check your class at ais.kg using your PIN (TIN for legal entities) and the vehicle registration number. The scale of classes is set by the same Resolution No. 107: class M — 2.45, class 0 — 2.3, class 3 — 1.0, class 13 — 0.5.
