Driving without OSAGO: the fines in force in 2026

In 2026 the fines for driving without an OSAGO policy apply in full: 3,000 soms for individuals and 13,000 soms for legal entities. Here are the dates the sanctions took effect, what OSAGO covers, and why paying a fine does not replace the policy.

In the Kyrgyz Republic, an OSAGO policy is compulsory insurance of the civil liability of motor vehicle owners. Not having one is not merely an additional financial risk for the driver — it is a breach of the law.

In 2026 the fines for not having OSAGO are already applied in full. For owners and drivers of vehicles registered in the Kyrgyz Republic, the sanctions have been applied since 1 July 2025. The Financial Supervision Authority has specifically clarified that no decision on any further postponement was taken.

How much is the fine for not having OSAGO

The following fines apply for not holding a valid OSAGO policy:

  • for individuals — 3,000 soms;
  • for legal entities — 13,000 soms.

For legal entities, state bodies and local self-government bodies the relevant requirements have applied since 1 April 2023. For individuals who own or drive vehicles registered in the Kyrgyz Republic, the fines have applied since 1 July 2025.

The current version of the Code of the Kyrgyz Republic on Offences is in force as amended in 2026.

Why you should take out OSAGO in advance

The main risk of driving without OSAGO is not only the fine.

If a driver is at fault in a road traffic accident and their liability is not insured, compensating the harm caused to the other parties becomes the financial problem of the person at fault.

OSAGO is designed to provide insurance protection for the vehicle owner's civil liability where harm is caused to the life, health or property of injured parties.

The cost of the policy should therefore be seen first and foremost as financial protection against far more serious costs that may arise after an accident.

What OSAGO covers

When an insured event occurs, compensation is paid within the sums insured and the limits of liability established by law.

According to the Financial Supervision Authority, the current OSAGO system provides for payments where harm is caused to the life or health of injured parties, and where harm is caused to their property.

In August 2026 the Cabinet of Ministers further clarified the rules for calculating compensation under compulsory types of insurance. Resolution No. 554 of 17 August 2026 is intended to remove inconsistencies and ensure a single approach to determining OSAGO payments.

A fine does not replace the policy

It is important to understand that paying a fine is not the same as buying insurance and does not release you from the obligation to hold a valid OSAGO policy.

There is therefore no point in putting off taking out a policy until the first roadside check. The driver remains without insurance protection, and not holding a valid policy may lead to administrative liability.

Take out OSAGO in advance

Do not wait for a document check or for an accident to happen.

Take out an OSAGO policy with GSO in advance and secure insurance protection for your civil liability.

A policy can be taken out at GSO offices or remotely through the GSO Polis system.

OSAGO is not only a legal requirement. It is financial protection for the driver and for other road users.
